Question for *Yangon Division Health Dept.

My name is Martin Christian and born in Yangon,Myanmar and used to be Myanmar citizen but now I am Australia citizen. I have lost my Yangon birth certificate and I was wondering how can i get a new one and mail it to Perth, Australia. As i have no friends or relative in Yangon, do you provide that kind of assistance please?
