Job vacancy Country Safety & Security Manager

Position Summary

Responsible for the development and implementation of security guidelines and procedures in order to ensure the security of all staffs, property and operations. This will involve but is not limited to promoting a culture of security, security incident reporting, security guard oversight, monitoring the security situation in Myanmar; and maintaining Standard Operating Procedures (SOPs).

Responsibilities

• Support Country Director (CD), Country Management Team (CMT) and Program Unit Managers (PUMs) on all aspects of security management
• With the support from Country Director and Regional Security Adviser, maintain and revise an appropriate framework of security measures and security standard operating procedures (SSOPs)
• Ensure that the SSOPs reflect risk levels referenced in the organization’s Global Security Policy and ensure SSOPs are compliant with this policy
• Manage the day-to-day operations of security management i.e. guard oversight/direction; identification, documentation, analysis and follow up of security threats/incidents; monitoring SSOP compliance; staff/vehicle movement control, etc.
• Lead the response to all security threats/incidents in a timely, professional and appropriate manner
• Review existing security risk analysis assessments and conduct threat and risk analysis assessments on at least a quarterly basis in all operational locations and develop local capacity to conduct self-assessments
• Monitor existing security warning systems e.g. quarterly EWER reports produced by UNDSS, bi-weekly UN security updates/alerts, media, etc. then analyse available information with respect to potential impact
• Maintain regular networking with relevant forums including but not limited to UN and UNDSS security briefings, represent in ARO network meeting
• Support and feed in CMT on any security related issues and concerns whenever needed
• Report on security incidents/threats to CD/CMT/Regional Security Adviser on a regular basis (including analysis of trends) via update at each CMT meeting
• Review physical security arrangements including insurance for staff and assets (e.g. vehicles) in collaboration with relevant managers such as H&R, Operations Managers, on a regular basis and implement action plans to improve/correct as/when required
• Support in developing and testing contingency plans based on results of security threat / risk assessments and develop staff preparedness /capacity to respond, staffing collaboration with focal persons at the district level
• Support CD/HRM/DPI in implementing the Occupational Health and Safety (OH & S) Policy
• Ensure that all staff and visitors receive security inductions and trainings
• Conduct SRA training and security related trainings at global and country level
• Provide technical supervision and capacity building to local Security focal persons and staff on security including: provision of training for security guards
• Review and maintain up-to-date safety and security protocol at country office and program unit offices
• Manage the budget related to security effectively
• Notification of security threat/incidents through timely communication to all staff/visitors
• Contractual relationship with external security provider, including quarterly review meetings
• Regular updates on communication trees and tree tests, all staff movement plan and staff location mapping on google application
• Updates weekly safety and security analysis to Security Review Team
• Ensure that staff understand their role and responsibilities for safeguarding and PSHEA and manage performance accordingly
• Ensure departmental/functional procedures and guidelines are adapted to incorporate safeguarding and PSHEA measures
• Ensure risk assessments are routinely conducted for departmental/functional initiatives and mitigation measures applied in line with the standard in line with standard on Identifying and managing safeguarding and PSHEA risks
• Ensure they fully understand the provisions of the Global Safeguarding Policy, PSHEA Policy and the Code of Conduct

Required Qualifications & Skills

• At least 7 years and more experience of security management or similar capacity
• Good understanding of in-country security related issues and their relations to the organization’s contexts
• Experience in conducting participatory risk assessments and preparing situational analyses, including the analysis of factors from both the internal and external environments, identifying crucial risks that have to be addressed, setting objectives and developing plans of action
• Excellent communication skills (written and verbal) in order to present information quickly and clearly to a variety of audiences, including the ability to communicate effectively in English and Burmese
• Ability to prioritize and manage complex and varied workload, often to tight deadlines in a dynamic, fragile and multi-cultural setting
• Ability to support and guide staff with limited security capacity
• Good diplomatic, interpersonal, and trouble shooting skills including negotiation and influencing skills
• Ability to work with multiple stakeholders with strong networking skills
• Energetic and motivated individual, with a proven track record of undertaking similar experience
• Strategic and critical skills - but also focused on operational results and ‘getting things done’
• Commitment to continuous learning; willingness to keep abreast of new developments in security
• Able to work independently but also collaborate closely within teams (in Myanmar and virtually)
• Ability to establish and sustain strong working relationships with the colleagues and in the broader Myanmar community / context
